If you want to disable the fading effect on the layers, you can achieve that in the Layers section under the Transitions tab with the Opening and Ending transition settings.
In case you want to make a layer static, meaning that it does not do any transition between slides, you will need to set the 'Keep this layer visible' setting to 'forever'. This way it will not animate even when the slide changes.
