This issue can caused by a cache plugin. Please purge/delete all cache files in any cache plugin you are using. These plugins are often caching the wp-admin interface as well.
Can anyone share the solution here, or is this a trade secret? I have same issue. I tried multiple browsers, cleared server cache, ticked every troubleshooting option in the plugin settings, cleared plugin cache, downgraded plugin version, disabled all plugins, etc, still get the infinite spinner. Day two on this issue for me.
I have an issue with the editor.
When I start the editor of any of my layer sliders, the symbol keeps on turning but the editor never shows.
Please help.

Please try the following solutions:
1. If you are using any JS/CSS optimizer or caching solution, please make sure that you empty/purge all caches.
2. Please open System Status and:
a.) Update Database
b.) Clear Localstorage
These steps should solve your issue.
