"Indeed, your plugin asks us to accept external connections on your hosting, which is not possible.
Being on a mutualized, we do not modify the parameters of the servers under penalty of impacting the other customers. You share your hosting server with other customers, which means that a change to it could impact them and potentially make their sites unavailable.
If you need to change your hosting settings, consider switching to a dedicated server which is less restrictive."

I'm sorry to hear that you're having difficulties registering your license key. Unfortunately, we cannot do anything on our part if the hosting provider doesn't allow external connections. Only they can change the necessary server settings to resolve this issue, I'm afraid. Adjusting this would be an easy and quick task, and the unwillingness to perform this is completely unwarranted. It wouldn't negatively affect anyone else on the same server. In fact, it would be a positive change since other customers may also be struggling. Millions of people use LayerSlider, and based on the hosting company's response, it would likely affect other plugins as well. We can offer to make available the downloadable templates and most of the license-required features on your site, but without resolving the root cause, there will be some limitations and you won't be able to receive automatic plugin updates. In our experience, some hosting providers simply don't want to deal with additional work or try to upsell you more expensive plans, so being a little pushy can help if they encounter resistance.
I wanted to test layer slider to sell it to all my clients from my web agency, so I need the complete premium version. I test many pugin and this is the first time that I am asked to give access to the server, it is not very secure and my host is right not to accept. Can you refund me, I believe that is unfortunately the only solution.

I'd like to add that it's not a matter of security, and nobody asked for access to your site. It's an outbound connection where your site can't communicate with others, which is the whole point of the internet. The hosting company already allows external connections; otherwise, your whole WordPress website couldn't function properly. They likely whitelisted wordpress.org, and that's why plugins downloaded from the official WP repository work well. They could easily add other domains since it will cause issues for anything that's not coming directly from WordPress.
