I can make the layer start then rotate and get small and go away but I actually what the layer to do the opposite - Small rotate into slider then stop at actual size. I only di one of thegreen areas but will eventually have all of them come in that way.

You can use the options located in the Layers -> Transition and Styles tabs to achieve this. You can set the layer to be smaller in its Styles tab (width/height) and then animate it using its transition settings (opening transition/scale) while also growing in size.
How do I get the animation to stop? It keeps repeating even though I have it "Forever".

The 'forever' value is for static layers. It means that layer will be kept on all slides without animating out. I recommend that you leave that option at default instead.
Are you using Loop Or Middle Transition settings? Those are responsible for looping and keep animating layers.
What you need is to have an opening animation and leave the layer at that state without animating it further. You can do the scale, rotate and move animations in the opening transition, and then leave it that way (no middle, no loop, no ending transition). So it will stay that way until the slide ends.
