What assets do you see on the other pages exactly? When using that setting, nothing should be loaded on the rest of pages other than some CSS. That CSS is necessary for the plugin, but it won't affect page load speed at all. Let us know. Thank you.
Despite having turned on "Conditional script loading", layerslider loads on every page. I am only using it on the home page.

Why doesn't the CSS load on only the pages that use the layer slider?
Certain plugin assets have to be ready for the sliders, and some of them are dynamically loaded. As mentioned, it won't affect page load speed at all.
