I am wanting to navigate by scroll / change slide on scroll. so instead of having to click the left or right arrow to go to the next or previous slide, you can simple scroll up or down to go next or previous.

You can do that with the play-by-scroll feature. It's in the Slider Settings. Simply set each slide as a keyframe, so scrolling will change slides and advance the slideshow.
The slides are keyframes by default. So each scroll is a new slide, if you don't have any layer keyframes. You can enable/disable this with the Skip Slide Breaks option in the Slider Settings.

How do I set each slide as a keyframe?
I understand how to set the each layers keyframe but not whole slides, I cannot seem to find anything about it
