Please note that there is no issue like this present in the latest release of our plugin (6.9.1.), the hover transition section should be available and you should be able to enable it. Are you not able to click on the button showing on the screenshot I've attached ?
If that is the case, then unfortunately it is most likely a conflict problem on your installation or a server configuration issue. To start troubleshooting please temporary disable other plugins and switch to a default WP theme to see if that solves the issue. Please also check the LayerSlider System Status, located in the Options menu on the WP sidebar, for any related error messages that could provide more information.
Thank you for the feedback. As mentioned, it is most likely a conflict problem on your installation with another item. Please temporarily disable all other plugins and switch to a default WP theme, empty cache and then try to enable it.
Let us know if it helped. And in case it didn't, please set up a temporary WP login for us, so we can look for JS errors, that might provide further clues on what is the issue exactly. You can post a private reply here with the credentials.

I use LayerSlider 6.9.0 on a WP site and want to implement some interaction on a Slider by the hover transition feature.
However, it's not possible to enable this feature! It's permanently disabled. How can this be?
Is this a bug in LayerSlider?
