The class attribute is being applied on the layer itself, not on the parent element. You can see whether they are being applied on the layer or on the parent, at the end of the common attribute fields. But if you don't find any predefined attribute for your needs, you can add any with the custom attribute fields at the bottom.
Yes, it does help. The link & attributes tab is exactly what you need. As mentioned, you can use the custom attribute fields at the bottom of that section for this.
Enter class for the attribute name and the name of the class for the attribute value. After that you can flip the on parent switch on the right side. You can also read the tooltip for more information, if you hover over said on parent switch.
I realize I can apply a class in the button properties, Link & Attributes tab, however this add the class to the parent <span>

This does NOT answer the question at all - how do I apply a class to the <a> element of a Button layer - Layers and Attributes does NOT help.
