LayerSlider loads its skins dynamically, that might be the reason for this phenomenon. However, this does not stop you from setting an expiration date through a cache plugin or by using a custom .htaccess file. The browsers still cache it the same way regardless, there is just no expiration date set.
As all cache plugins work differently, there is no universal solution. But popular cache plugins - such as W3 Total Cache - use a custom .htacces file for this purpose, to maximize themselves and to able to apply their settings on all files.
