I want to blur the main background to slowly fade after a few seconds so I can focus attention onto the layers that I will fade in.
How can I either attach custom css to the background image, or fade it on a timer?

You can apply animation on slide backgrounds with the slide transitions. You can change its duration/timer under the Select transitions button, or if you need to customize the animation even more, you could build your own with the Transition Builder.
However slide backgrounds cannot be animated out mid-slide, they only animate at the start and end of a slide. So alternatively, you could use an image layer as a background (100% width and height), this way you can fade that out anytime during the slide with the Layer Transitions.
