Unfortunately you cannot have fixed sized layers in a responsive slider. Either the whole slider is fixed sized or responsive, there is no option to only affect certain parts of it. I believe you could try to create two fullwidth sliders (top and bottom parts) so they behave somewhat similar, or even swap out sliders (with different size and layout) based on screen size, but I'm afraid the exact behavior cannot be reproduced with LayerSlider currently.
There is a new request now - is it possible to have the slider maintain a fixed height and then have sides of the slider "disappear" as the page width gets smaller?
You could use the Fixed size layout, so the slider does not get scaled, but instead it gets cropped.
Alternatively you could also try to use the Fullwidth layout and utilize its Responsive Under setting. This option limits the responsiveness of the slider.
