I am attempting to use the dynamic layer tag feature to keep content up to date and rotating as new content is created so the content is consistently being updated. When i attempt to use the dynamic layer option to select content starting with the most recent, then the post before that, and then the post before that one the feature only displays multiples of a selection instead of selecting the first post, second, third, and so on.

You can filter and order your posts dynamically in the Configure post options tab. You will need to order your layers in such a way where the 'next in line' post is applied for each new dynamic layer. You can do this in the mentioned Configure post options tab by using the Order results by and On this slide dropdown menus. Please also note that these configurations are applied globally on the slider (not just individual slides), and only one post per slide can be used currently, when you're using multiple posts. But you can select all posts at once, so every post can be accessed at all slides. If you need an example you can also import the Dynamic demo slider from the Template Store.
