The on parent comes into place when your layer is linked and it's wrapped by an <a> element. Otherwise, the attribute is applied directly on the layer. It is this way because in the slider's HTML markup, there are no wrapper elements yet, they are added later depending on a lot of things, such as your transitions.
We wouldn't recommend to apply custom CSS on wrapper elements, and it shouldn't be needed anyway.
