Is there a way to add this .js particle effect over my slider images? Is this maybe a add-on or update that might be happing soon? Or maybe you can just direct me to how to integrate this effect with the slider?

You could try to add this as an HTML layer to the slider, either with the code it provides, or with a shortcode if that's also available for this item. But unfortunately we cannot guarantee that this 3rd party content will work in the slider.
Ok sweet... got that working.. But I have 8 slides... How do I apply this layer to the whole slider and not just individual slides?

You could use static layers for this. The option to set a layer static is located in the Layers -> Transitions tab at the bottom, it is called 'Keep this layer visible: ...' With this you can keep a layer over the slideshow without animating out.
Unfortunately there is not much we can do about external content. The slider only displays what it receives from the shortcode. The actual content is generated by its origin. You will most likely need to adjust the js particle effect itself, to solve this.
