Your theme is applying custom methods on the site with its CSS files, interfering with the native scrolling behavior. Basically, you do not scroll the actual site, but an element inside it that contains all the website's content. This interferes with any interactive element or script (including LayerSlider) that depends on the native scrolling. You can test this if you scroll down the page and refresh the site. It will not remember the scroll position and jump back to the top.
We believe that the theme shouldn't apply this kind of custom scrolling that interferes with native behaviors. This will likely result in other problems too in the future.
As it's a theme issue we cannot solve it from our end, but you can disable the Slider Settings -> Slideshow -> Start only in viewport option. So the slider will ignore the scroll position of the page and will start the slider regardless.
