I decided to unregister the layerslider from the site it was on and re-test it on another site (the site i originally tested it on)
I have tried an alternative method which is to not include the shortcode on the page (i only need the pop up to show on the home page) so instead i set "include custom page" but left repeat popup "OFF" and prevent reopening "ON", Target audience "ALL USERS" and Show only for first time visitors "ON"
Now, it seems to be working on Firefox Browser But on Chrome it still fails and shows on every page view. On chrome on mobile device, it does the same and shows every page refresh or visit. it fails to show at all on Firefox on mobile device nor does it show on Samsungs mobile device Browser.
Thank you for the feedback. The repeat control only works if you use the Target Pages section to insert the popup. So I'd recommend to use that to add the slider to the homepage instead of shortcode.
Which site/page has the slider currently where we can check on it?
I have tried it without the short code Atilla. I tried it after the first time I checked for answers. I have since simply put the page slug that I want the popup to appear on in the target pages section and removed the shortcode.
I will set you up temp access to the site I am testing on. I actually cant even seem to get the popup to work at all today.

Thank you for your patience. We've tested this in your admin and the slider is indeed acting strange, not following the applied settings.
But even though we can see this error in your admin, we cannot reproduce it on our end. We've used multiple installations, but the problem never occurred. So we have to assume that something is interfering with the plugin on your end, preventing it from working properly.
We use cookies to determine whether a user has already been to the site. So our best guess is that something is blocking cookies on your site.
You could try to temporary disable 3rd party items and switch to a default WP theme to see if that helps and to locate the culprit.
I have installed and created a pop up. I wish for the popup to show only once to new visitors.
My settings are as shown in the attached image...
I believe I have set them to only show once but the popup is appearing every time the page is reloaded.
