I enjoy the Hover transitions, and am aware of the Global Hover setting. I was wondering if there's a way I can combine the hover transition from one layer that also moves another? Perhaps in event callbacks?

Unfortunately you cannot do this currently. The hover transition can only affect the layer its applied on. It cannot move or animate other layers.
