The option to set a layer static is located in the Layers -> Transitions tab at the bottom, it is called 'Keep this layer visible: ...' With this you can keep a layer over the slideshow.

I'm trying to keep a layer from sliding or changing as a slide changes. Is there global layers or static layers allowed?
