Problems with the importing method such as this, are usually related to server configuration issues unfortunately.
Please check the LayerSlider System Status, located in the Options menu on the WordPress sidebar, for any error messages or notifications that could provide additional information on this case.

As the notification states, the PHP ZipArchive extension is needed to utilize the import/export feature of the plugin. Your host can install/enable it for you. It's also recommended to raise the other limits that the System Status mentions.
