Then ive moved the website to the live environment and deleted the construction environmet. Now i get the message 'this purchase code is already being used on another....'

I am using WP multisite with subdomain and i cant activate it for every site. Is there a way to activate it for the network as a whole?

Multi-sites cannot be activated with a single license. You will need separate licenses for each site in that case.
However there are some exceptions, you can find details about license usage on dev/multi sites in the documentation here: https://support.kreaturamedia.com/docs/layersliderwp/documentation.html#activation-sites
