I am using Cloudways to host my site. My Wordpress is installed on a Varnish Caching framework. The pop up features only works when I am logged in as an Administrator. I believe the reason it works when logged in as Administrator is because the caching is disabled. Can you please tell me how to fix this problem. thanks!

The popup feature is not limited by administrator status, so it should be working on the front-end as well. I've checked the URL you provided, but there is no LayerSlider on it. Could you please set up a test page with the popup slider where we can investigate this error ?
Thank you. I've checked the site again and there are jQuery errors (jQuery is not defined). This usually means that your jQuery is not loaded or not in the right way. LayerSlider needs it be loaded in the header to be able to display the slider properly.
If you're not familiar with jQuery you can try to use the Put JS includes to body advanced setting to see if that helps.
Please also check if you're using the Rocketscript feature of Cloudflare, it interferes with jQuery therefore our plugin.
I fixed the jQuery issue. Now the pop up always shows I have all the settings set to only show per new vistor once. Can you login and check the settings?
Sure thing, if you set up a temporary WP login we can check on your settings. It is most likely affected by the popup inserting method, but we can confirm this in the back-end.

Sorry I had the the plugin disabled. I reenabled the plugin and the the pop up is set to load on the home page. https://www.igscountertops.com/
