I need to create a slider that will have about 4 background hero images fading-in-and-out with 3 icon images sitting fixed on top (linked to 3 different URL's). Is that possible?

Sure thing. You will need to set up a slider, add 4 slides to it and add the background images as slide background in them.
Set the layout to Full size and select the Hero scene mode for it in the Slider Settings.
Create and position the 3 layers on the first slide and apply 'Keep this layer visible: Forever' on them in the Transition tab.
After this you will only need to add the URLs to the layers in the Link & Attributes tab, and finally selecting a fading slide transition for the slides.
