Added an HTML layer and created a white circle in the Styles in the MISC settings by putting a white Background, Rounded corners of 50%. Then I tried to blur it using the Filter but it has no effect. You can see this in the URL I included above. I don't think any of the Filter effects are working although the Blend mode ones do seem to be. I do have the latest update installed.

I have just realised that the problem is that I was using an outdated Chrome browser, it works fine on the updated browser. Sorry for bothering you.
