I activated only one time layerslider but it seems to be the maximum ... I was thinking i could use it many times.. if i desactive it on one wordpress using a premium option like popup, to active the license on other wordpress, is the first layerslider (popup) still working ?

They are the operator of the marketplaces, we do not have any control over the available licenses and do not know their exact plans. We are an exclusive author, we cannot do business behind Envato, thus we cannot offer you any special deals.
At the moment the only solution is buying separate licenses for each site or service you would like to use the item with.
You can see the requirements that the plugin checks to recognize a dev installation. In case your dev site falls under one of those categories, it will be recognized as a dev environment and can be activated with the same license.
Yes, it should be good. We've tested the address and it should be accepted as dev install.
The problem might be the URL that is set for WordPress, in Settings -> General -> WordPress URL section. Please check that, and please also make sure that you're using the latest version of LayerSlider.
