LayerSlider is not a page builder, so unfortunately there is no dedicated option to set up whole page layouts such as your example.
However, you could create a similar effect with the Play By Scroll feature. Adding each section (image and texts) as a keyframe to a single slider, so you can scroll through it similarly to your example.
