I can see how to use the Parallax on Scroll with the Vertical only axis but when I switch to Horizontal only axis it doesn’t work. Both axes work when Cursor or Tilt is selected but only the vertical on scroll. Is this right or am I missing something?

Yes, that is right. The Parallax on Scroll effect only works on the vertical axis at the moment. We are planning to improve this feature in future releases, but currently this is how it works.
