When I import / Export a layered slider from my live site to the staging site. I get a message "0" zero slides imported. My export file is attached.

This will likely be a server related problem. Could you please check the LayerSlider System Status on both installations to see if there are any related error messages ?
I attached copies of the 2 layered slider status messages. I don't see any thing out of synch. Both the live site www.surfisurus.com and the staged site are hosed on the same wpengine.com server. Any ideas on why when I import / Export a layered slider from my live site to the staging site. I get a message "0" zero slides imported.
This export file seems to be corrupted. I have tried to import it but it also failed on our demo site, furthermore it cannot even be uncompressed manually.
Please try to export it again to see if it works now and that was a unique case.
But if the exported file still won't work, it is most likely being corrupted by a 3rd party item throughout the exporting method.
You will need to temporary disable other plugins, switch to a default WP theme and disable the WP debug mode as well when you export. This is necesarry because if there is a 3rd party item that generates an error output, the export might be affected by it as well.
